We can use the levers of government power that already exist to protect the future of life on earth. This CEE Bill is a proposal for a new law to tackle the climate and ecological emergency. Most new law stems directly from government as planned legislation, but backbench MPs can put forward proposals as a Private Members' Bill. Many Private Members' Bills are a campaign tool and most do not become law. But it is possible to gather enough support inside and outside of Westminster so that they pass into law, like the successful campaign for the Climate Change Act (2008) which started off as a Private Members' Bill.
The first stage of the campaign was to ‘table’ or ‘present’ the CEE Bill (with the signatory of up to 12 MPs) in Parliament, which took place at the beginning of September 2020. Unfortunately the CEE Bill (like most Private Members' Bills) fell in the last Parliament, but after feedback from MPs, Allies and campaigners the bill was updated, strengthened and reintroduced in this Parliament in June 2021. It is important to note that taking a bill through Parliament is a lengthy process and we are near the start – the Climate Change Act took three and a half years!
But, time is running out for climate and nature and we need to get the Climate and Ecological Emergency bill through in a fraction of that time…so it’s time for MPs to step up! The more MPs that support, the more pressure their will be on government to take the Bill into law. And for that to happen we need campaigners pressuring their MPs, councillors, businesses and civil groups to come out in support of the Bill. This campaign method works but it relies on campaigners across the country getting behind it and taking part!
